Another university has announced it intends to charge the maximum £9,000 a year in tuition fees .
Plymouth University has asked the Office for Fair Access to approve plans to charge students the maximum amount allowed under the new fees structure when it comes into effect in 2012.
The university's deputy vice-chancellor Bill Rammell told the BBC that the decision should not put off students from applying.
"Fees should be no barrier to our students and we have a generous package of support measures to help them before they come here, while they are here, and also once they graduate and move into their chosen careers," he said.
"It is important to remember that tuition fees are paid off over many years once students have graduated and are in employment, earning more than £21,000 a year."
Almost three-quarters of universities in England said they plan to charge maximum fees, far more than the government initially estimated when the changes were first announced.
