Students joining Cardiff University from the 2012-2013 academic year are likely to have to pay the maximum £9,000 a year in tuition fees, the university has announced.
The institution has submitted its proposal to charge the full amount permitted under the new fees structure to the Higher Education Funding Council for Wales for consideration and final approval.
However, the fees rise will only apply to students from other parts of the UK, with Welsh students continuing to pay £3,375 a year and the Welsh government paying the balance.
The university said it will extend its scholarship and bursaries programmes alongside the fees increase to help widen access for poorer students.
Vice-chancellor Dr David Grant, said: "With rapidly reducing levels of government support we have to act responsibly and ensure that our future fee level is sufficient to maintain and develop provision across our wide portfolio of courses ."
It follows the announcement by Aberystwyth University earlier this month that it too plans to charge £9,000 a year tuition fees .
